MCA promised to build 6 new and relocate 13 SJK(C) on 31/1/2008 as election manifesto. However, until to date less than 10% of these schools has been completed. Citing various reasons, the BN administration is just lack of political will to implement the reform and fulfill their election promises.
To make the matter worse, The Education Ministry had crafted guideline that all the government reserve land can only be used to build SK, excluding SJK (C ) and SJK (T). The Ministry even imposed ridiculous guideline that all party who wish to build new government aided schools like SJK (C) or SJK(T), the board of the school shall raise at least 80% of the building fund before applying permit to build new school. As a result, chinese community had been forced to raise at least RM100 million annually to support the well being of the 650,000 students studied at the 1,284 SJK (C)；out of which 85,000 are Malay students.
It must be remembered it is incumbent upon the Government to provide schools or basic education to all Malaysians irregardless of their colour and creed. Asking the citizens to raise fund on their own to build school had made a mockery of Najib's 1 Malaysia concept.
Citing reason to consolidate Sekolah Kebangsaan, the Ministry also imposed guideline that student from SK are not allow to transfer to SJK (C) or SJK (T) but not vice verse, even this may against the wishes of the parent and the student himself. This open infringement of fundamental liberties & naked discrimination policy had been allowed to exist for so many years. After 53 years, MCA or GERAKAN are just unable to change or repeal such unjust guideline till to date as UMNO do not believe in mulculturalism & maltiracialism for a truly Asia's Malaysia.

行动党今日呼吁政府莫让增建华小成空谈，因为人民已经厌倦了当局太多空中楼阁的承诺。
行动党副总财政兼太平区国会议员倪可敏今日指出，同为国家教育体系，政府不应再以强化国小為籍口却牺牲华小的生存与发展。
他指出，教育部官员的条例规定政府学校保留地只能建国小，却不能建华小。此外，教育部甚至规定凡欲申请建华小，董家教须先自行筹足80%建校经费方能申请建校准证。這么多年来，马华民政身為执政党对這些不合理的条例都无能为力，令人失望。
为了强化国小，教育部官员更规定国小生不可转校华小、但华小生却可转读国小的荒谬指南。“办教育是政府天经地义的责任，但建华小国陣政府却要人民自己想办法，這样合理吗？”他质问。
倪氏也指出，根据董教总的报告，从1948至2000年，政府关闭了48间华小却增建了2,637间国小；为了強化国小，教育部的指南甚至明目张胆的拒绝华社兴建华小的心愿，这些与<一个大马>口号大唱反调的条规存在多年，令人遗憾的是马华历任副教长至今始终无法促使教育部废除这些不合理的条例。
也是班台州议员的倪氏披露，事实上房屋及地方政府部属下的城市及乡村规划局(Town & Country Planning Department)兴建学校指南清楚阐明在一个拥有3000至7,500人口的社区，政府就必须设立一间5至10英亩校地的小学。问题是教育部官员规定政府学校保留地只能建国小，却不能建华小。
倪氏说，国家独立至今，政府对待华小不是头痛医头、就是把华小当大选糖果，从不曾用诚意制度化兴建华小来表达对华社的尊重。“53年了，我们到底在等什么？”他感叹。
倪氏指出，马华在308全国大选前的2008年1月31日承诺兴建6间、搬迁13间华小，至今整三年完成的不及10%，這批华小註定将沦为马华的大选筹码，可憐华社又再上当。“面对巫统霸权，马华自称的高调问政早已走调，荒腔走板令人心里发毛！”他调侃。
较早前他在吡州民联主办的开斋节开放日及自由餐会致词时呼吁民联成员党及支持者积极备战，因為全国大选的跫音巳经不远了。吡州迄今尚有46万人未登记成为选民所以民联须加緊脚步协助人民。
倪可敏今日出席吡州民联主办的开斋节开放日后向媒体如是指出。由回教党、行动党及人民公正党三党联合主办的开斋节开放日及自由餐会吸引了逾3千人出席亲善交流。三党领导人包括吡州回教党主席阿布峇卡、行动党主席拿督倪可汉、人民公正党全国副主席李文才、前吡州大臣尼查、前州议长西华及众多国州议员等皆出席上述开放日聚会，场面盛大热烈。
